Tumon Bay Development
The Environmental Planning and Review Division coordinates land use planning and environmental review for all development projects on Guam, including the heavily developed Tumon Bay area.
This Division was established to assist all Agency programs and the Administrator in the planning and review of environmental projects and plans or construction and land development proposals. Division staff historically serves as Guam EPA lead representatives in various public and private sector committees or work groups.

Their main objective is to ensure environmentally sound planning and design principles are applied to all development projects in order to 1) anticipate construction and operational consequences on the island's fragile ecosystems and 2) avoid and/or minimize the extent and severity of potential impacts to water, air, and land resources throughout the life of any project.

Responsibilities include reviewing Environmental Impact Assessments (EIAs), representing Guam EPA at Application Review Committee meetings, reviewing Clean Water Act Section 401 Water Quality Certification requests, conducting Wetland Resource Management and Planning, reviewing construction permits as appropriate, coordinating the development and submittal of the biennial Guam Integrated Water Quality and Assessment Report to US EPA, facilitating the Triennial Review of the latest Guam Water Quality Standards, and overseeing the projects and activities of the Watershed Planning Committee.

The Environmental Planning and Review Division established the Agency's Minimum Lot Size Policy, which imposes standards for lot sizing in areas located over the Northern Aquifer where public sewer is not available, as required by Public Law 24-51. Minimum lot sizes and densities applicable to all zoning designations for parceling and subdivisions are provided in the GEPA Minimum Yard and Lot Area Table (PDF, 6K).


Division Permits

The Division administers permits for Clean Water Act Section 401 Water Quality Certification and also reviews Environmental Impact Assessments. Additional information, application forms and guidelines can be found in the Permits section of this site.
